Could it be difficult to obtain car finance because I have only been in the UK for 14 months?

I was looking at a car yesterday and was told i could be rejected for car finance because I have only been in the UK for 14 months. I have been at my job for a year now and make decent money, I could definately afford the monthly payments. I have 2 credit cards that are almost maxed out but I do make payments every month on time, I think I only ever had one late payment. I have been trying to build a credit history. I am on the electoral register and have been a private tenant for a year. Do they ume that I will take the car and go back to my home country (which is Germany by the way) and I think the UK and Germany have an agreement to investigate international fraud. Any experiences?
