Can I take a cigarette rolling machine into Sri Lanka If Cigarettes and Tobacco are not permitted to be taken?

I am going to Sri Lanka on holiday in Septmber, I have been told that cigarettes and tobacco are not allowed into the Country, although they are on sale once I am there. Is it permissable to take my own cigarette home rolling machine in my hand luggage? The Travel Agent does noy know.
